Shopify Plus: Create a shipping rule with two shipping rates (Operator)

To create an Operator Shipping Rule with 2 Shipping rates, follow the listed steps in this article. 

1. Sign in to the operator portal. 
2. Go to Configuration > Shipping Settings > Shipping Rules.
3. Set up one general zone that includes all codes. This will have no impact on shipping but is a required step to create a Shipping rule since the solution does not support Zones as mentioned.
4. Create one Shipping profile. You must only have one shipping profile. 
5. Create two (at most) shipping rates "Standard" and "Express".
   Note: You can only name these shipping rates as "Standard" and "Express" because the naming convention is what matches to Shopify Plus. After being assigned to the shipping rule, this rate applies to all products in the marketplacer.
   Note: These assigned rates exclude the products from sellers with their own rules and rates.
6. Create one Shipping Rule. 
7. Assign it to the Shipping Profile and two "Standard" and "Express" rates previously created. 
8. Save.
